An “apply-and-enjoy” refund mode for stable employment contributors is promoted to benefit companies without consuming their time and energy.

 

Currently, assessing work for 2023 has been completed, with more than 1,400 enterprises identified as eligible for applying for stabilizing employment refunds, which can be disbursed immediately once the official policy is released by the provincial government.

 

 

The city has expanded the scope of deferred payment applications for social security premiums to 17 industries, with a focus on manufacturing enterprises that are severely affected by the pandemic and facing difficulties in production and operation. The application is handled through a one-stop service with coordination among three types of social insurance.

 

As of now, deferred payment applications have been handled for 81 enterprises from 5 industries in special difficulties, with a total deferred amount of 300,000 yuan. Among them, 26 enterprises are from the city level. Eligible companies should complete payment by the end of 2023.

 

 

Employers are encouraged to hire college graduates. The government provides a one-time job expansion subsidy of 1,500 yuan per person for enterprises that sign labor contracts and participate in unemployment insurance.

 

So far, 20 enterprises in the city have received subsidies for 84 college graduates, with a total amount of 126,000 yuan. The one-time retention subsidies are expanded to include 5 industries in special difficulties, such as catering, retail, and tourism, in areas without medium-high risk of epidemics.

 

Currently, 68 enterprises have disbursed subsidies to 2,789 employees, with a total amount of 1.3945 million yuan. Among them, 12 enterprises are from the city level, with 286 employees receiving subsidies totaling 143,000 yuan.

 

 

Efforts have been made to increase the issuance of entrepreneurship guarantee loans. As of the end of March, the city has visited 8 small and micro enterprises and over 20 individual loan providers. A smooth transition to the new system has been ensured to provide guidance for designated institutions for entrepreneurship training, entrepreneurship training instructors, and banks handling entrepreneurship loans.

 

As of the end of March, a total of 44.25 million yuan in entrepreneurship guarantee loans have been issued in the city, supporting 75 people in starting their own businesses and creating 699 jobs. Among them, 10.55 million yuan has been issued for individual entrepreneurship guarantee loans, and loans worth 33.7 million yuan have been issued for small and micro enterprises.

 

 

Entrepreneurship training has been promoted throughout the city. Nearly 20 training sessions have been held in various counties, cities, and districts, with approximately 600 trainees. As of the end of March, a total of 9,501 people have received government-subsidized training, including 6,357 people in vocational skills training and 3,144 people in entrepreneurship training.

 

 

A series of activities have been carried out to ensure the employment of key groups such as college graduates, poverty alleviation workers, fishermen who have stopped fishing, and demobilized soldiers.

 

As of the end of March, a total of 362 recruitment events have been held in the city, providing 62,113 job vacancies with employment intentions of 14,800 people. 172 people have been identified as recipients of the third batch of 2022 social insurance subsidies, with a total of 704,000 yuan in subsidies to be distributed.

 

 

The city has improved the efficiency of government services by streamlining 50% of the procedures with the service delivery speed increased by 50% for all government service matters.

 

As of now, two administrative powers have been directly delegated to the Chenzhou area of the Hunan Free Trade Pilot Zone, and two administrative powers have been entrusted to be delegated, in a bid to promote the transformation and upgrading of industrial parks. Nine park empowerment matters have been added, and one empowered matter has been canceled.

 

The power for a total of 12 city-level items has been delegated to the Economic Development Zone, and that for 6 city-level items has been delegated to the High-tech Zone, effectively promoting “park affairs to be managed by parks” and stimulating the vitality of enterprise development.
